Hillcrest Healthcare will soon be operating a ventilator weaning/high acuity respiratory unit within our West Hills skilled nursing community. Our goal is to be the premier provider of post-acute respiratory care and education for patients and their families in East Tennessee. The enhanced respiratory care (ERC) program will provide the only dedicated ERC center with a ventilator unit in the East Tennessee region. The unit will focus on improving health outcomes among our patients with chronic respiratory illness such as asthma, COPD, COVID and other respiratory illnesses, and those who have suffered traumatic injuries that affect their ability to breath independently. Tennessee Department of Health (TDH) Healthcare Resiliency Program (HRP) grants are funded through the American Rescue Plan (ARP). In August 2021, the State of Tennessee’s Financial Stimulus Accountability Group dedicated $230 million in recovery funding to the Tennessee Department of Health for healthcare modernization and transformation projects in two categories: Capital Investments and Practice Transformation & Extension.

Funds made available through TDH are governed by the requirements of ARP, which require recipients and subrecipients to comply with the procurement standards set forth in 2 CFR 200 Subpart D (2 CFR § 200.318 through 2 CFR § 200.327 of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards).

To ensure fairness and competition among prospective vendors and to obtain the best quality at the lowest possible price, the processes of competitive bidding are employed.
